James Quilacio

As VP of Site Engineering AI at SITE Technologies, James Quilacio leads the company’s Site Engineering division, overseeing site design and civil engineering services for commercial, industrial, and municipal clients. The division’s work includes feasibility analysis, permitting and due diligence, conceptual planning, grading and earthwork, stormwater management, and erosion and sediment control.

James joined SITE Technologies in August 2026, working remotely from the Chicago area, to build out this side of SITE’s service offering. His team’s work extends from early-stage planning through construction. It covers roadway and parking lot design, sanitary sewer and water distribution systems, landscape design, construction cost estimating, and pavement rehabilitation and maintenance consulting, supporting projects across commercial and retail development, industrial sites, residential subdivisions, and municipal engineering work.

The division stays involved across a project’s full lifecycle rather than handing off between separate firms at each stage. Feasibility and conceptual work determine whether a site is viable. Permitting and due diligence shape what a client can actually build. The design disciplines then carry a project through construction. That continuity is the practical value James’s team brings to clients weighing a new site or working through a complex development.
